科学研究是高等学校的一大职能，科研工作的顺利开展离不开有效的科研管理。随着高校科研工作在提高国家创新能力方面重要性的不断凸显，高校科研管理工作也变得日益艰巨、复杂。本文在文献综合与调查研究的基础上，探讨高校科研管理在管理部门、管理结构、经费管理及成果管理等方面存在的问题与困境，进而提出解决策略。

Scientific research is one of the major functions of universities,and the smooth operation of scientific research work highly depends on effective scientific research management.With the increas-ingly growing of the importance of scientific research in improving a country's innovative capacity,the scientific research management work of colleges and universities is becoming difficult and complex.Basing on literature's analysis and investigation,this paper analyzes the existing difficulties and plights of management departments,management structure,funds man-agement and achievements management on university scientific research management,and then puts forward some improvement strategies.
