    This paper introduces the basic characteristics of emergency response logistics and its development under non war military operation ,as well as the realistic problems of emergency response logistics in our country,puts forward some countermeasures for promoting the construction of emergency response logistics,and provides reference to promote the development of emergency response logistics.
