公告送达制度是一种拟制送达，其有助于保障当事人的诉讼权利，推进诉讼程序的流畅进行。而在司法实践中，公告送达的传播价值却无法充分发挥。为此，公告送达制度的可操作性亟待完善，以期使受送达人的诉讼权利能够得到切实保障，司法公正能够有效彰显。

However in judicatory practice, the function of this service failed to be brought into full play. It is necessary to reform the civil notice service system to manifest justice.
