    Separation of management, operation and evaluation is the main trend of intensifying the reform of educational governance. This article aims to explore a perfect enrollment system to be supported with the division of management, operation and evaluation by analyzing the theoretical motivations of separation and the current problems with the enrollment policy to high schools.
