This study attempts to examine the deviations and improvements of universities' incentive policies in scientific research from the aspects of formal constraints, informal constraints and implementation mechanisms in the sense of new institutional economics. It, thus, proposes the countermeasures to be supported through society-driven learning, elites-pushed policy-making, and non-government-mobilized research.
