通过建立基于SBM方向性距离函数的绿色经济增长核算模型,测算并分析了中国省区的工业绿色全要素生产率,并将工业劳动生产率增长分解为绿色技术效率改善、绿色技术进步和资本深化。对中国省区工业的经验分析表明,中国省区工业绿色全要素生产率总体呈现增长趋势,这主要由绿色技术进步推动。通过对工业增长源泉的分解发现,中国省区工业增长主要靠要素投入驱动,绿色全要素生产率对工业增长的贡献率仅为35%。基于上述结论,并结合工业绿色全要素生产率影响因素的计量结果,从增强创新能力、发展对外经济、壮大工业企业和加大治污力度等方面提出了促进中国省区工业可持续发展的对策建议。

〔Abstract〕 The paper calculates and analyzes industrial green TFP of Chinese provinces and divides industrial labor productivity into green technical efficiency improvement , green technical progress and capital deepening by building green economic growth accounting model based on SBM directional distance function . The experience analysis on Chinese provincial industry shows that green TFP of industry in provinces overall presents growth trend , which is mainly promoted by the green technical progress . The decomposition of industrial growth source shows that the industry growth of Chinese provinces basically relys on factor input , and green TFP only has 35% contribution to in-dustrial growth . Based on above conclusions and combined with the measurement results of influencing factors of green TFP , the study puts forward countermeasures and suggestions to promote sustainable development of industry of Chinese provinces from many angles , such as the enhancement of innovation capability , the development of foreign economy , the growth of industrial enterprises and strengthening pollution control , etc .
