在我国发展与改革的历程中,地方政府的职能经历了深刻的变化,有力的推动了我国的改革和现代化.在这个过程中,我国地方政府形成了发展主义取向、勇于体制创新、政绩导向及地方政府相互间竞争的特征.在我国现有的制度结构中,中央与地方关系塑造着地方政府的职能.通过提高中央与地方关系的法治化和制度化水平,有助于推进地方政府责任制建设,提升中央对于地方的治理水平,有效发挥地方政府的职能.
在我國髮展與改革的歷程中,地方政府的職能經歷瞭深刻的變化,有力的推動瞭我國的改革和現代化.在這箇過程中,我國地方政府形成瞭髮展主義取嚮、勇于體製創新、政績導嚮及地方政府相互間競爭的特徵.在我國現有的製度結構中,中央與地方關繫塑造著地方政府的職能.通過提高中央與地方關繫的法治化和製度化水平,有助于推進地方政府責任製建設,提升中央對于地方的治理水平,有效髮揮地方政府的職能.

In the history of Chinese development and reform, the function of local government has experienced profound changes, which forcefully drove the reform and modernization of China. In such a process, Chinese local government has formed developmentalist orientation, been bold in institutional innovation, and developed the characteristics of 'the achievement guidance'and competition between local governments. In the current institutional structure, central-local governments relationship shapes the function of local government. By improving the legal and institutional level of central-local governments relationship, propelling accountability of local government and completing central government's governance to local government, the function of Chinese local governments could be effectively promoted and better serves national development.
