我国水问题可概括为洪涝灾害、干旱灾害、水土流失和水污染，在综合分析我国水问题以及梳理我国涉水法律法规与管理部门职责的基础上，剖析了水管理方面存在的问题，提出了加强部门协调联动，建立全国水资源与水环境工作协作机制，做好水环境规划的落实或导向作用，明确和落实各方责任，特别是地方政府水环境保护责任等一些列措施。

The water problems of China can be concluded as four aspects: flood disaster, drought disaster, water loss and soil erosion, and water pollution. Based on the understanding of the water problems, the water law and regulation, and duty of water administration sections, analyzed the problems of water management in China, and proposed some suggestions, such as: strengthening linkage mechanism with related departments, building national cooperation mechanism of water resources and water environment, playing the implementing and leading role of water environment planning, defining related responsibilities, especially local governments' responsibilities.
