通过对当前医改困境的分析，认为药品回扣导致了医疗卫生行业的扭曲发展，是当前医疗卫生领域“看病难、看病贵”问题的根源，也是中国医改难题的症结所在。取消药品加成并不能破除以药养医，必须解决药品回扣问题才能从根本上消除以药养医，进而才能理顺医疗卫生领域的体制机制，使中国医改走上正轨。而解决药品回扣的关键在于挤掉药价中虚高的水分，切断药品回扣的资金链，在此基础上全面调整医疗服务价格体系，提高医务人员的正当收入。

Through the analysis of the current health care reform ,the study shows that drug rebate leads to the distorted development of medical and health industry .It is the root cause of the problem of“the difficulty of getting medical service and high cost of getting medical service”in the current medical and health services ,and it is also the crux of the problem of health care reform in China .Because cancelling medical markups cannot get rid of drug‐maintaining‐medicine ,we must resolve the problem of drug rebate ,and then regulate the medical operating mechanism .Fundamentally ,the health care reform in China will be back on its track .The key to solving the problem of drug rebate is to reduce the inflated high drug prices ,and cut off the funds chain of drug rebate .Based on this ,we should adjust the price system of medical services comprehensively ,and improve the legitimate income of the doctors .
