在高职院校办学体制机制创新过程中，文化环境具有十分重要的地位和作用。本文针对地市级高职院校的特点，通过对社会文化、企业文化、校园文化在地市级高职院校体制机制创新中的现状和文化环境的作用发挥等方面进行分析研究，探索地市级高职院校如何优化文化环境并以此促进自身体制机制创新的途径，提出建设性思路和对策，有效促进地市级高职院校办学体制机制的创新。

In the school system of vocational colleges in the innovation process, the cultural environment has a very import-ant position and role. Regarding the characteristics of the municipal vocational colleges, through analysis and study of the social culture, corporate culture, the role of the campus culture in the municipal system of vocational colleges innovation stat-us and cultural environment to play and so on, to explore places how to optimize the municipal vocational colleges and cul-tural environment in order to promote institutional innovation of their own way, put forward constructive ideas and measures to effectively promote innovation and municipal vocational educational institutional mechanisms.
