矿产资源深部开采过程中，“三高”特征逐渐加剧，工程危害日趋严重；同时金属矿山尾砂、废石的排放量增多，尾矿库、废石堆场的安全环保问题日趋严重，废石尾砂胶结充填是解决矿山深部开采诸多问题的有效途径。废石尾砂充填开采可提高矿产资源的回采率，解决金属矿山的尾砂排放、废石堆放的安全环保问题，同时可减缓矿区地表的塌陷，从而可有效控制山区矿山地质灾害的发生，是现代采矿工业中“无费开采”的一项战略新技术。
