布卢姆的掌握学习理论对教师的“教”和学生的“学”都起着重要的指导作用。掌握学习理论在不同学科的具体运用上也都存在着一定的差异。本文以该理论为指导，以实证研究的方式具体探索了该理论在独立学院大学英语教学中的运用。实践结果表明：大学英语教学中合理设置教学目标，教学目标落实到位可以有效提高学习者的英语语言应用能力。

Bloom’s mastery learning theory plays an important guiding role for teachers’“teaching”and students’“learning”.Meanwhile,Mastery Learning Theory is different in specific disciplines application. In this paper,guided by the theory,an empirical research method is used to explore the specific application of the theory in the university English teaching in independent colleges.The practice results indicate that learners’language application ability can be enhanced effectively by establishing and fulfilling reasonable teaching targets.
