为分析网民对政府和官员的言论和行为从反面进行认知、解读和分析这一现象，在指出既有理论解释局限基础上，提出了网民反向认知理论。认为网民反向认知体现在对官员、政府及公共政策认知等层面。指出网民反向认知因系列热点事件、社会不满群体、传统政治生活、网络疆域特点等作用而加剧，其蔓延会带来舆论片面化、政治性裂痕、公信力危机和政策治理困境等。认为需要通过减少反向认知素材、增加媒体正面引导和官方系列形象修复行动等以消除网民反向认知问题。

For the analysis of this phenomenon that netizens acknowledge, unscramble and analyse the speech and behavior of the govern-ment and officials from the negative perception, reverse cognitive theory of netizens is proposed on the basis of the deficient explanation of existing theory. The reverse cognition of netizens reflects in officials, government and public policies and other aspects of cognition. The reverse cognition of netizens exacerbates due to series of hot events, social discontent groups, traditional political life, characteristics of network boundaries, and so on. Its spread will bring public opinion unilateral, political rift, the credibility crisis of governance and policy dilemma and so on. It is necessary to reduce reverse cognitive material, increase media guide and the official series of positive image of re-medial action so as to eliminate reverse cognitive problems of the netizens.
