西藏由于其特殊性，社会保障建设与国内其他地区相比，存在较大的差异性，主要表现为社会保障实际覆盖范围小、水平低、城乡差距明显、社保体系运行成本高等方面。为此，西藏应从促进经济发展、加大财政补贴、实行差异化制度、加强基础设施建设、建立救急应灾体系等方面入手，缩小与其他地区的差异，实现社会保障高效、健康、和谐发展。

Because of the particularity of Tibet, there exist a huge gap in the social security construction be?tween Tibet and other areas in China, for instance, the social security coverage area is smaller, the level lower, the gap between urban and rural areas larger, the cost higher, etc. Therefore, in order to ensure the social securi?ty's efficient, health, harmonious development in Tibet and narrow the gap between Tibet and other areas, it is necessary to promote economic development, increase financial subsidies, implement differentiation system, strengthen infrastructure construction, and establish incident system for emergencies and disasters, etc.
