公共服务职能是我国政府的基本职能之一，是维护社会稳定的基础，它的有效实现程度影响社会矛盾的缓解程度。农村公共服务有效实现路径的重要一方面就是公共服务供给机制与方式。因此，乡镇政府在提升公共服务能力过程中，要着重优化公共服务供给机制与方式。

Public service function is one of the basic functions of our government,it is the basis of maintaining social stability, its effective implementation degree affect the degree of ease of social contradictions. An important aspect of rural public service effective paths is public service supply mechanism and method. Therefore,the township government should optimize the supply mechanism and method of public service in the process of improving the capacity of public service.
