澳门公职人员财产申报制度发端于1998年，2013年确立了包含高层官员财产公示内容的新财产申报制度。澳门财产申报制度改革的核心线索是增加财产申报的透明度。首先，用保护公职人员隐私的方式作为推进财产公开的突破口，有效推进公职人员财产申报和公示的改革进程。其次，用立法的形式将公职人员财产申报的各项规定予以法制化，维护了财产申报制度的权威性。再次，将财产申报只是看做反贪防贪的一个制度措施，而不把廉政的希望都寄托在财产申报上。最后，财产申报制度在满足法律规定的同时，避免给申报人员带来不必要的麻烦。

Civil servants’property declaration system was originally introduced into Macau in 1998. The new property declara-tion system which includes public disclosure of senior officials’property was established in 2013. The core clue of the reform in Macau is to increase transparency of the property declaration system. Firstly, it depends on protecting the privacy of public offi-cials as a breakthrough so as to stimulate the spread of property declaration system and effectively promote the reform process of declaration and publicity. Secondly, the contents of property declaration system are transformed into specific legal provisions, and violators will be severely punished by law, maintaining the authority of the system. Thirdly, the property declaration system is only regarded as one of anti-corruption measures. They don’t place all the hopes for building a clean society upon it. Finally, while meeting the basic needs of the law, the property declaration system tries to avoid unnecessary trouble to civil servants.
