农业保险是市场经济国家扶持农业发展的通行做法。作为传统的农业大国，农业保险是解决我国“三农”问题不可或缺的部分。目前我国农业保险服务面临起步时间较晚、发展速度较慢农民参与积极性低、管理制度不完善等问题；相关成因包括政府推行力度不够、宣传力度不够、专业人才较少等；对策则从加强立法、发挥政府的重要作用、完善市场监管和管理等方面实施。

Agricultural insurance is a common practice in market economy countries to support the development of agricul-ture. As a traditional agricultural country, agricultural insurance is an important part of China's "three rural problems". At present, agricultural insurance service in China is faced with many problems, such as the late start time, the slow develop-ment speed, the farmers' low enthusiasm of participation, and the imperfect management system and so on. The related cause including the implementation strength of government is insufficient, the dynamics of propaganda is not enough, and the talent-ed person is deficiency, etc. The countermeasures from this situation is strengthening the legislation, playing a significant gov-ernment role, improving the market supervision and management.
