作为中国新一轮改革开放的重要载体，自贸试验区被赋予“开放升级”和“体制改革”双重功能：一是在服务业和投资领域实行进一步对外开放，进而促进中国经济的转型升级；二是建立与国际投资贸易通行规则相衔接的行政管理体制，为全国整体融入世界经贸新规则提供压力测试。这种功能定位既有国际背景的压力驱使，也有国内环境的迫切需求，并且遵循着渐进式改革的内在逻辑，具有明确的试验目标、行动策略、路径选择和发展前景。虽然在推进过程中面临一些制约，但未来发展趋势不可阻挡。目前自贸试验区主要面临部分区域功能定位相互重叠、对外开放功能受限制、事中事后监管体系尚未建立、法律支撑有待加强等问题，需要从优化竞合格局、赋予更多实验政策和健全监管体系等方面入手加以改善。

As an important carrier in the new round of reform and opening of China, the Free Trade Pilot Area have been given an "open upgrade" and "reform" dual function: the one is to implement the further opening in services and investment, and further to promote China's economic transformation upgrades; the another is to establish common administrative system dovetail with the international trade and investment rules ,and further to provide stress test for the nation as a whole integrat-ed into new world trade rules . This functional orientation is both driven by international background and urgent demand of domestic environment, besides, follows an internal logic of gradual reform, with a clear test objectives, action strategies, path selection and development prospects. Although faced with some constraints in the process, the future is an unstoppable trend. The current FTA are facing the problems such as major part of the regional functional orientation overlap each other; opening up restricted functionality, in or after monitor system has not been established; legal issues need to be strengthened. It is needed to optimize the structure, give more experimental policies and sound regulatory system to be improved.
