目前，各国在制定贸易制度时不可避免地受到利益集团为了自身利益而采用各种方式直接或间接地游说政府相关部门，使之制定有利于利益集团利益的贸易政策或制度。本文应用30个国家的数据资料，就利益集团如何通过游说政府制定有利于自身利益的贸易制度进行分析，并发现了利益集团游说博弈内生决定贸易制度的重要性。

At present, it is inevitably affected by interest groups when countries develop trade institution.For their own interests , interest groups will directly or indirectly adopt various ways to lobby the related government department to make beneficial trade policies to them.The paper applies 30 countries′data to study how interest groups lobby to influence the government′s trade institution.It is concluded that it is important for interest groups to lobby to endogenously determine trade institution.
