以简化现有期刊在线投稿系统工作流程为出发点，综合运用Web技术、数据库技术、软件设计等技术设计了一种基于工作流的在线投稿和在线审稿相结合的无纸化稿件处理系统，弥补了现有系统业务流程相对固定的不足。应用结果表明，该系统具有维护管理简单、存储高效、实施方便等特点，具有较好的实用性。

Starting from simplifying the existing workflow of the journals contribute online system,this paper designs a paperless manuscript processing system,which can realize both contribute online and review online,based on workflow with the web technology, database technology and software technology.It makes up for the shortage of the relatively fixed process of the existing system. The application results indicate that the system is featured with the simple maintanance and management,the high efficient storage,the convenient implementation,the better practicability,etc.
