目前国际海事组织(IMO)第二代完整稳性衡准工作组正在制定瘫船稳性薄弱性衡准。本文针对2014年 IMO 船舶设计建造分委会(SDC)第一次会议草案,首先分析草案中意大利提出的瘫船稳性第二层薄弱性衡准方法,并对该方法进行了详细的介绍。其次根据草案方法采用考虑风浪的联合作用的1DOF 非线性横摇运动方程,GZ 曲线采用不同的拟合方法,有效波倾采用简化计算公式和已有数据拟合的两种方法,编制了相应的计算程序。最后利用标准船模 CEHIPAR 2792计算了不同风速下倾覆概率,根据计算结果分析了不同的 GZ 曲线拟合方法及有效波倾的计算方法对倾覆概率的影响,并对瘫船稳性第二层薄弱性衡准方法提出修改意见。

Vulnerability criteria on stability under dead ship condition are under development by the Sub-committee on Ship Design and Construction (SDC) of International Maritime Organization (IMO) in the second generation intact stability criteria. Firstly, according to the draft outlined in the IMO SDC1 conference, the paper describes the method of Level 2 vulnerability criteria of dead ship, which is submitted by Italy, and gives more details about this method. Secondly, an uncoupled roll mathematical model(1DOF)is used to calculate roll motion in irregular beam waves and wind, in which GZ curve is fitted with different methods and effective slope is obtained by a simplified formula or by fitting exist data in the draft. Corresponding calculation procedure is built. Finally, capsizing probability under different wind speed is given by using standard model named CEHIPAR 2792.According to the calculation results, various fitting methods of GZ curve and calculation methods of effective slope on capsizing probability are validated, and the modification is provided for Level 2 vulnerability criteria of Stability under dead ship condition.
