北京市朝阳区自2011年实施医保医师管理制度以来，通过协议管理、积分考核、政策培训、分级管理、信息化技术等手段，建章立制，狠抓落实，取得了阶段性成果。目前，辖区内医保基金支付增幅放缓，门诊违规费用显著减少，医保基金支出的不合理增长得到有效控制。政策的实施也得到了定点医疗机构的大力支持，形成了合理检查、合理治疗、合理用药的诊疗氛围。

Since the implementation of medical insurance qualified physician management system in 2011,in Chaoyang District of Beijing, a series measures, such as agreement managing, credits assessing, policy training, hierarchical administrating, information technology, regulation establishing, and policy executing have been taken, and a initial achievement has been made. The growth of the health insurance payment has slowed down, the unreasonable outpatient costs have been reduced significantly, and the unreasonable increase of health insurance fund expenditures has been controlled. The medical insurance qualified physician management system is supported by most designated institutions, and a good atmosphere of reasonable examination, treatment and medications has been formed.
