事业单位分类改革并没有完成体制机制弊端的改革任务,还须针对机构特点继续深化改革。经办机构法人化就是为革除现行机构存在的高度分散、政事不分、能力适应性差、绩效不高等弊端而实行的一种新体制新机制,是为适应服务型政府强化执行职能需要,探索政事分开、服务能力与“事”俱进、推进治理能力现代化的改革尝试。

The classification of public institutions did not achieve the goal of controlling the drawbacks in the system and mechanism. Therefore, further reform should be carried on according to the organizational features. Legalization representative of managment instituttions is a new system and mechanism, which aims to get rid of the drawbacks of high dispersion, non-differentiation in the responsibility of governments and institutions, low adaptivity, and poor performance in current organizations. It is a pilot practice to meet the need to intensify the executive function of a service-oriented government, and to explore separating in the responsibilities of government and instituttions, co-developing of service ability and affairs, and promoting the modernization of governance.
