云南山地占94％，平坝耕地十分有限。随着工业化和城镇化发展加快，平坝耕地正被日益扩张的城镇建设所吞噬。而不断向平坝延伸的城镇，其空置率较高，山地农民进不了城镇，城镇的人口集聚效应得不到凸显；不同程度地迫使平坝耕地上的农民退耕山地，不仅山地耕种投入成本增大，收成倍减，而且破坏生态，加重水土流失。加强山地城镇建设发展规划，使日趋扩建的城镇向山地延伸，守护平坝耕地的山地城镇化发展，已成为云南特色城镇化持续发展的必然选择路径。

There are 94% of mountainous regions in Yunnan province ,where the arable lands in the flatlands are lim‐ited .With the rapid industrialization and urbanization ,the arable lands in the flatlands are being devoured by increasingly urbanizing construction .In the expanding towns ,the rate of the vacant land is very high .The farmers in the mountainous regions can’t get into the towns ,so the population agglomeration effect of the towns is not obvious .Thus ,to a certain extent ,the former farmers in the flatlands are being forced to cultivate in the mountainous lands ,where ,not only the cost of cultivation is much higher and the harvest is reduced greatly ,but also the ecological environment is greatly dam‐aged and the erosion loss are severe .As a result ,the reinforcement of the urbanizing construction plan so as to lead the expanding town construction to the mountainous regions and protect the arable lands in the flatlands from the devouring by the urbanizing construction is the necessary sustainable approach of the urbanization with the characteristics of Yunnan province .
