全面从严治党是协调推进“四个全面”战略布局的根本保证,是应对执政考验和化解执政风险的必由之路。当前贯彻从严管党治党方针,存在一些难点和症结,主要是:长期执政容易产生精神懈怠带来的消极影响;重发展轻党建等错误观念造成的思想障碍;党员队伍规模不断扩张带来的管党治党压力;干部管理失之于宽、权力监督问题比较突出;制度缺失及制度执行不力产生的制度匡限。破解管党治党的难点,一要加强党建考核,明确管党治党的主体和责任;二要建立健全教育、管理、服务党员长效机制;三要坚持从严管理干部,建设高素质执政骨干队伍;四要强化权力运行制约和监督体系,把权力关进制度的笼子;五要深化党的建设制度改革。

Comprehensively strengthening party discipline is the radical guarantee for coordinating and promoting the strategic layout of the“four comprehensives”,and the inevitable approach to facing the tests of governance and resolving the risks of governance. At present,some difficulties exist for carrying through the guideline of comprehensively strengthening party discipline,including:the negative effect of spiritual sluggishness arising from long-term ruling;the mental obstacles caused by the wrong errors such as emphasis on development while neglect of party building;the stresses in party management due to expanse of membership;loosened management of cadres and severe problems in power supervision;and institutional limitations generated from institutional de-fects and bad implementation. To overcome these difficulties,we should,first,strengthening the evaluation of par-ty building and clearly define the subject and responsibilities of party management;second,establish and com-plete the long-term education,management and service mechanism for party members;third,persist in being strict in managing cadres and establish a high-quality team of backbone cadres;fourth,enhance the power con-straining and supervision system,and put power into the cage of institution;and fifth,deepen the reform of the party building institutions.
