土匪问题是中国近代社会的一种普遍现象，也是中国革命必须面对的重要问题，是中共建立统一战线的特殊对象。中央苏区时期，中国共产党和红军就对土匪提出了利用、改造、清洗的正确政策和做法，收到了较好的成效。在三年游击战争时期，这些经验和做法也被中共福建省委和地方党组织广泛运用，通过调整政策，订立协议，建立游击根据地。这些做法对于三年游击战争的胜利坚持起到了重要作用。

Bandit is a general phenomenon of Chinese society in early modern times,and an important problem that must be confronted by Chinese revolution,being a special object of the united front of the CPC. In the soviet area,the CPC and the Red Army worked out and practiced the policies of utilization,reorganization and cleaning over the bandits,having achieved relatively good effect. In the three-year guerrilla war period,these experiences and practices were widely applied. The policies were adjusted,agreements reached,and guerrilla bases estab-lished for mutual support. These contributed much to the victory of the three-year guerrilla war.
