我国德育评估体系建设已经开展了将近20年,但是仍然存在不强调个人主动性、评估方式单一等问题。而在教育新理念,即主动性、发展性、激励性和个性化的要求下,解决以上问题显得尤为紧迫。如何改善现有体系,配合教育新理念,成为现在高校思政建设的重要课题。人力资源管理中的绩效管理契合了教育新理念的思想。它既承认员工的主动性和独特性,又强调员工的动态发展。借鉴绩效管理的思想和技术,建设包含德育讲授、德育生活、德育测评和德育谈话四个部分在内的德育评估体系,既能发挥学生主动性,又能配合学生的个性实现学生的成长,从而完美符合了教育新理念的要求。其中,运用包含条目生成、条目重测、问卷重测和个性化定制在内的技术,能够使得德育测评更加科学和合理。因此,通过结合教育新理念和绩效管理思想,能够有效地解决我国德育评估现存的问题,帮助我们推动德育评估的建设和改革。

It has been more than 20 years since the construction of moral education evaluation system. However, still, lots of prob-lems exist, such as ignoring individuals' activity and simplex e-valuation method, . These problems become severe as the proposition of new educational concept, including activity, devel-opment, encouragement, and individuality. So how to improve the existing system becomes an important problem. Performance management system reflects the core ideas of new educational concept. Similar to this system, moral evaluation system could be divided into four parts:moral education teaching, moral education lives, moral education examination and moral education talks. To construct such a moral evaluation system could help students ex-press their characteristics and prompt their growth, which fits the core ideas of new educational concept. Specifically, developing the examination tools with four steps including items generation, item retest, scale retest and customizing refinement could im-prove the validity of this system. In all, to blend new educational concept and performance management into the moral educa tion evaluation system construction could greatly help us solve exist-ing problems and improve the quality of the construction process.
