我国推免生工作中存在着公平与质量的矛盾问题，或者为保证质量而牺牲公平，或者为维护公平而影响质量。参考社会科学中公平与效率的关系理论，招生的公平与质量应该是一种统一的、互动的关系。应以推免工作中学生、接收单位（含导师）两个主体的需求为视角，通过扩大有推荐权的高校范围，扩大推荐比例，增加一个独立的网上报考志愿阶段，给“211工程”高校之外的推荐高校增加“推免补偿名额”等改革措施，努力寻求公平与质量的平衡。

There exist contradictions as to the impartiality and quality in university enrollment of exam‐exempt students . Impartiality is sometimes sacrificed for the sake of quality or vice versa .According to the equity‐efficiency theory ,impartiality and quality in student enrollment should be uniform and interactive .From the perspectives of students and receiving schools (including supervisors) ,a balance should be achieved between impartiality and quality by increasing the number of schools capable of admitting exam‐exempt students and the number of students thus enrolled , establishing an independent online application platform ,and providing an additional enrollment quota for non‐“Project 211”colleges and universities .
