雾霾天气对人体健康、农业生产、交通等产生一定的危害，应通过立法、优化产业结构、绿化等措施来治理雾霾。建设低碳城市是治理雾霾的最佳模式，也是城市未来发展的必然选择，而文明驱动力、环境承载力等是建设低碳城市的驱动力。本文以常州市为例，分析其建设低碳城市的优势及存在的问题，采用情景分析法，重点从工业、交通、建筑三个方面研究未来的低碳发展目标，并提出了相应的低碳建设举措。

Haze is harmful to human health,agricultural production and transportation.It is a necessity to govern the haze through legislation,optimizing industry structure,afforestation and other measures.Construction of low carbon city is the best mode of governing haze,and an inevitable choice for the future urban development as well. The driving force of civilization and environmental capacity is the driving force of the construction of low carbon cit-y.Setting Changzhou city as a sample,this article analyse the advantages and existing problems of the construction of low carbon city.This article insists that future research on low carbon development should target at three as-pects:construction industry,industry and traffic,and it put forward thecorresponding measures.
