预防和惩治腐败，除了需要健全对官员严加监管的机制外，还需要提升官员的为官意识和对权力本质的正确认识。为此，必须要求官员确立公权观念，权为民所用，拥有公仆意识和牺牲精神，消除旧权力观，树立新权力观，制服贪欲，使权力服从真理，将权力融入科学管理和生存实践，关爱生命，服务人民。

In prevention and punishment of corruption, officials’ awareness and correct understanding of the nature of power should be improved in addition to strict supervision mechanism. Therefore, officials must be re-quired to establish the idea of public power and power for the people. They should have the consciousness of public servant and spirit of sacrifice, eliminate the old view of power, establish a new concept of power;they should also bring under control their greediness, make the power obey the truth, as well as integrate the power into scientific management and living practice, care for life, and serving the people.
