专业化分级散烟收购是烟叶收购和流通领域深化改革的重要方向，也是实现企业减工降本、提质增效和增强楚雄特色优质烟叶市场供给能力的主要途径。2010年以来，楚雄州进行了烟叶专分散收模式试点和推广，通过对该模式5年实践取得的“四个满意”（烟农满意、工业企业满意、管理部门满意、商业企业满意）成效和收购过程中“流程执行、规范管理、全程考核”存在不到位等主要问题的系统总结，提出了烟叶专分散收工作的应对措施以及今后的发展思路。

The m odelofspecializedly grading and purchasing loose flue-cured tobacco leaves is an im portantdirection ofthe tobacco leaf purchasing reform for low er labor costs,better quality and higher efficiency.A ccording to its dem onstration and extension in C huxiong since 2010, this paper review s som e prom otion, innovation and shortcom ings of the m odel from the perspective of tobacco grow ers, industrialenterprises,governm entaladm inistrations and com m ercialenterprises,then analyzes the related presentsituation,presents som e ideas and m easures for the further developm entof the effective m arketsupply capability of high quality tobacco,and provides technical referencesforflue-cured tobacco production in C huxiong.
