在分析目前我国农村小型水利工程存在问题的基础上，如工程管理滞后、财政投入不足及技术人员综合素质参差不齐等，从进行科学管理、加强资金投入及开发人力资源几方面提出了农村小型水利工程管理对策，为农村水利工程推进提供了参考。
