制度建设是中国未来经济增长的新源泉。制度建设应该涵盖正式制度、非正式制度及其执行三个方面，三者缺一不可。产权是正式制度建设的核心。在对正规经济活动提供有效法律保护的同时，还应该通过不断降低市场准入门槛、降低遵守正规法律制度的成本，将大量非正规经济活动纳入正式制度保护的范围；道德和文化等非正式制度的建设要敢于向旧习惯说不，向潜规则叫板；要将执法必严、违法必究与法治宽容相结合。由于路径依赖、利益集团以及政府自身转型等因素的存在，决定了制度建设和完善是一个长期的、渐进的过程。

Institution construction is the new reso urce of China economic growth. It should include formal institutions, informal institutions and the enforcement of institutions. Each is an indispensible part of it. Property right is the core of formal institution. When we provide effective protection to the formal e-conomic activities, furthermore, we should take the informal economic activities into consideration by low-ering the market entry barriers constantly, and cutting down the cost of obeying the formal legal institu-tions. The construction of informal institutions, that is ethics and culture etc, should say "no" to old habits and all types of potential rules. We should be simultaneous strictly and leniently in the enforcing of law. Due to such factors as path dependence, interest group and the transition of government itself, the con-struction and perfection of institutions is a time-consuming and progressive procedure.
