“民权”一词在中国的出现并非源自日译,而是来自传教士的翻译,较早见于1837年的《东西洋考每月统记传》中。“民权”起初并不固定对应于某一个词汇,在意义上与“人人有自主之权”相对等,其内涵不出自由、平等、权利、Democracy之外。迟至戊戌时期,国人在是否倡导民权的问题上远未达成共识。随着“梁启超式的输入”所产生的刺激作用,自戊戌以迄辛亥,倡言民权已经不再成为问题。清季十年,国人开始重新结构君、民、官、绅的基本秩序,在“民进君退”的历程中,民权最终在新的秩序安排中成为国家建制不可或缺的一块基石。

The word of 'civil right' was not translated by Japanese but missionary. It accrued in 1837. Its meaning was often correlated to freedom, equality, right or democracy. The intellectuals were not all arguing for civil rights until the reform in 1898. With the influx by Liang Qichao, it was never a prob-lem. In the last ten years of the Qing Dynasty, the civil-rights divorce was progressively established. And it became one of the footstones of the Republic of China as the national-advance to emperor-retreat.
