公共安全管理是国家的重要行政管理活动，在战略机遇期面临新形势。实践教学作为公共安全管理课程教学的主要环节，是培养学生实际操作能力、将理论教学内容应用于实践的重要方法，这一教学环节开展的质量如何，密切关系公共安全管理课程的教学效果。这一课程实践教学环节的设计应遵循哪些原则，其设计与实施过程存在哪些困难，并可以采取哪些方法科学实施，是亟待研究的课题。

Public security management as an important administrative activities of the state, is facing a new situation in an important period of strategic opportunities. Practice teaching as the main part of public security management course teaching, cultivating the students’ practical ability, will be an important method of theory teaching into practice, and the quality of the teaching on practice teaching have close realationship between the public security management course teaching effect. As a comprehensive curriculum, the practice teaching design which should follow the principle, the process of design and implementation of the difficulties, and what can the scientific method of implementation, it is urgent to study.
