Routes decision is the most basic and importment in feasbility studies of intercity expressway project. The routes decision is a system engineering controlled and restricted by many factors. Based on value management method,a multi?index system is built,the weights of each function index are determined by using analytic network process. Finally the value evaluation of the different routes decision is completed. Practice proves that,this method is effective and convenient.
