目的：评价北京市昌平区社区卫生服务中心基本药物制度的实施效果、分析存在的问题并提出解决方案和建议。方法从基本药物可获得性、可负担性、合理用药以及患者满意度等方面，用定性分析与定量分析相结合的方法进行研究。结果基本药物的可获得性基本保持不变；次均门诊药品费用与单处方费用显现增长趋势，年平均增长率分别为12.48%、7.43%；单张处方基本药物品种数总体上有所增加；31.15%的患者认为社区卫生服务机构的基本药物不能满足用药需求，26.28%的患者认为基本药物价格较高。结论相关部门需要进一步完善基本药物用药制度，保证相关政策的顺利实施。

Objective To evaluate the effective and existing problems of implementing essential medicine system of community health service center in Beijing.Methods The availability, affordability, rational use of essential medicines and satisfaction of patients were evaluated by quantitative and qualitative methods for data collection.Result The accesses of essential medicine in community centers did not notably change. Prescription drug expenses showed a growing trend. Species number of essential drugs in a single prescription increased overall. 31.15% patients thought essential drugs in community health center couldn’t meet their demands and 26.28% thought the drugs` price was high.Conclusion Relative departments should be more positive to improve the system of essential drugs.
