What are the policy objectives of Chinese innovation relay network? That is so far the key issue of the research of policy planning and development of China Innovation Relay Network,which is also the logical starting point for the policy theory of Innovation Relay Network. This study attempts to estimate the policy objectives in the first place. The targets of this study is to solve the following problems, that is how to determine the policy objectives scientifically, how to determine the root and mechanism of the policy objec-tives, how to set the structure of policy objectives supported by the scientific research,and finally to achieve the cooperation of policy-maker and analyzer relying on effective methodology.
