日本是世界上最早进入老龄社会的国家之一,其人口老龄化、高龄化趋势严重.为应对人口老龄化,日本政府建立了以《高龄社会对策基本法》《少子化社会对策基本法》为基干的法律体系,探索建立了多样化的养老体系,官民一体共同推进了老龄事业的发展.这些对策对我国更好地应对即将到来的老龄化高峰有一定的启示.

Japan is one of the ifrst countries in the world to enter the aging society. The trend of population aging is serious. To deal with population aging, the Japanese government established the legal system which takesThe Basic Law of Countermeasures in Old Societyand The Basic Law of Countermeasures in The Low Birth Rate Society as system fundamental, explored and established a diversified pension system, promoted the integrated development of the aging cause. The countermeasures have the certain enlightenments for our country to cope with the upcoming of the aging peak better.
