为进一步深化公立医院改革,充分调动医务人员积极性和创造性,建立符合医疗行业特点的公立医院医务人员薪酬制度非常重要。笔者提出,应合理确定医务人员薪酬总体水平、薪酬结构,完善各类人员分配机制,建立公立医院工资总额备案和动态增长机制,健全补偿机制。

Public hospital reform is the key link in deepening the reform of the pharmaceutical and health care sys-tem,and medical staff in public hospitals is the main force participating in the reform. It is significant to establish the salary system of medical staff conforming to the characteristics of medical industry in public hospitals in order to further deepen the reform in public hospitals and fully stimulate the enthusiasm and creativity of the broad masses of medical workers. Therefore,the authors put forward to determine rationally the overall level of medical staff salary,compensation structure, improve allocation mechanism of all kinds of personnel,establish the system of the total payroll in records and perfect com-pensation mechanism.
