我国经济实力的不断提升,使得国际交流不断扩大和加深,来华外国人持续增多.以北京这样的国际大都市为例,自奥运会成功举办以后,北京的发展目标转变世界城市.与现有的世界城市诸如东京、伦敦等还存在一定的差距,特别是在外国人管理制度方面.在北京的外国人居住、就业总体呈有序现象,但"三非"现象也时有发生.要建设世界城市,就必须完善首都外国人管理制度,必须创新首都外国人管理服务,提升首都外国人管理服务水平.应从以下三方面着手:一是确立首都外国人管理的基本原则;二是建立、完善外国人管理体系,实现综合化、体系化管理;三是统筹各部门间的分工与合作,设立统一管理部门.

China's economic strength rising, continuously expand and deepen international communication, foreigners in China continue to increase. In international city such as Beijing, for example, after the Olympic Games successfuly held, Beijing world city development goals change. There is still a big gap with the cities like Tokyo, London, etc. especially in the case of foreign management system. Foreigners living in Beijing, employment generaly been orderly, but "three not" phenomenon also happen from time to tome. To build the world city, it is necessary to improve the system of foreigners in the capital management, foreigners must innovation capital management services, improve the capital foreigners management service level. Should from the folowing three aspects: one is to establish the basic principles of foreigners in the capital management; The second is to establish and perfect a foreigner management system, realize the comprehensive, systematic management; 3 it is to plan as a whole division of labor and cooperation between departments, set up a unified management.
