进入21世纪,为进一步推动终身学习、保障教育质量并促成各类资格互认,加拿大政府建议各省或地区建立更为明确的资格框架。其中,安大略省资格框架在全国范围内是最为全面的。该资格框架涵盖了本省范围内所有非宗教性的中学后13种资格,每种资格又从资格描述和资格标准两个维度进行了具体规定。资格描述包括培养目标、发展方向、必要条件三个方面,而资格标准涉及为知识、技能态度三个维度。整个资格框架体现出“三维综合,能力本位”“双轨交汇,普职融通”“层级明晰,梯度渐进”“内容全面,连贯一体”等特征。

Stepping into the 21st century, the Canadian government suggested each province or territory to establish its more specific qualifications framework. The Ontario qualifications framework is the most comprehensive one by embracing 13 non-religious postsecondary qualifications in Ontario and elaborating the standards of each qualification. The characteristics of this qualifications framework can be concluded as follows: “skills and knowledge and attitudes are inseparable and skills-based learning is emphasized”; “general education and vocational education are integrated”; “the levels of the qualifications framework is clear and its gradient is progressive”; “its content is all-sided and coherent including certificate and diploma and degree programs”. The Ontario qualifications framework of Canada has reference significance for building a learning society in China.
