林业保护了人类生态平衡和生态环境,具有经济、社会、环保等多重功能,是国民经济的重要组成部分.最近国务院日前批复同意《长江中游城市群发展规划》,国务院明确中三角鄂湘赣成为中国经济增长第四极.湖北作为林业产业资源大省,整体规模较大,产业格局分布合理,如何整合优势资源、推进产业化运作,坚持生态林业和民生林业两大建设目标,实施绿满荆楚行动,形成人与自然和谐发展格局,促进中三角城市群绿色发展,在中部崛起历史发展时期发挥更大作用,实现新超越,正是本文要研究的问题.
