公民作为人的一种存在形式,既具有个人属性,也具有社会属性.公民的内涵是一个关系范畴,应该包括公民与公民、公民与社会、公民与国家三重维度.大学生属于公民的范畴,并且是公民中最为重要的群体,大学生公民素质教育应该包括规范认知、政治品格、参与能力、创新能力等方面,大学生的公民素质教育关系到个人、社会、国家的未来.目前,大学生普遍存在着缺乏共同体意识、权利与义务失衡、政治意识薄弱等问题.因此大学生公民素质教育需要从教育理念、网络教育、实践教育三个方面展开.
