药品招标采购制度实施过程中二次议价现象普遍存在。笔者从二次议价对药品价格与社会的影响角度，分析招标采购制度中二次议价产生的原因，提出政府应加快公立医院改革，采用量价挂钩或者单一货源承诺制的招标形式，加快建立各方面的监管机制，实行医药信息公开等措施来规范招标采购制度。

The phenomenon of secondary bargaining is prevailing in the process of tender purchasing practice for pharmaceuticals in China. In the paper, from the perspective of secondary bargaining affecting the pharmaceutical price and the society, we analyzes the causes of secondary bargaining in the process of tender purchasing practice for pharmaceuticals. It puts forward that government should speed up the reform of state-run hospitals, implement tender regime of amount-price association or single goods source commitment, accelerate establishment of multiple supervision mechanisms and publicize medical information.
