潭门镇渔民协会是以潭门镇区域范围内的渔民为主体的自愿型社会组织。文章阐述了潭门镇渔民协会的基本职能，以此为基础通过对我国几个发展较为完善的渔业(民)协会的职能进行比较分析，认为潭门镇渔民协会存在内外规制不够健全、对政府依赖性过强、提升产业转型升级职能不足、服务渔民转产转业职能欠缺等4个方面的问题，进而提出了相应的完善对策。

The Fishermen’s Association is a voluntary social organization formed mainly by fishermen in the area of Tanmen Town.Based on the elaboration of its functions,this paper made comparison and contrast of functions about several developed fishermen’s association in our country,then it concluded the following four questionsdefectiveness of regulations both inside and outside,too much dependence on the government,insufficiency in promoting basic functions,and industrial transformation and shortage of saving fishermen’s multi-functional business. In the end,it came up with several policies to improve the current condition.
