从天津市海河教育园区已与普通本科学校联合培养本科层职业人才的5所高职院校中，遴选17个有优势与特色专业，由教育部与天津市人民政府共建天津海河应用技术大学，对接产业转型升级要求，实行大学总部和特色学院各负其责的运行机制，整合园区公共实训中心、图书馆、体育馆等资源，借助园区两所“985”重点大学师资力量，自主招生，从职业教育系统内部打通中职、高职、本科到专业学位研究生的上升通道，为职业教育、普通教育和继续教育融合搭建发展平台。

Tianjin Haihe University of Applied Technology is set up by Ministry of Education and Tianjin Peoples’ s government, It se-lects seventeen advantage and characteristic specialties from five higher vocational col eges which are al ied with Tianjin Haihe Edu-cation Park to educate undergraduate level professional talents. To meet the demand for industrial transformation and upgrading, it practises the new operation mechanism to make the headquarter of university and characteristic col eges perform their own functions, integrates the public training centers, libraries, gymnasiums and other resources relies on the faculty of two “985”key university in the park, independently enrol s new students and innovates new rising channel inside the system of vocational education to raise it from secondary vocational education, higher vocational education, undergraduate education to professional degree graduate educa-tion and build an integration development platform for vocational education, general education and continuing education.
