跨海客滚运输是一种重要的运输方式,通过评估,能够识别其航行中存在的风险,从而有针对性地采取措施,保障船舶安全。根据跨海客滚运输的特点和安全现状,结合系统工程理论,从人、机、环境、管理四个方面分析客滚船航行风险及其影响因素,构建了航行风险评估指标体系,并将可拓学理论应用到评估中,建立了跨海客滚运输航行风险的可拓综合评估模型,进行了实例验证。结果表明,可拓综合评估模型适用于跨海客滚运输船舶航行风险评估,并且根据评估指标的实际取值,能够准确地评估不同指标的关联度及其所属的风险等级,为海上船舶安全管理提供参考。

Cross-sea roll-on roll-off transportation is an important mode of transportation. The naviga?tion risk could be identified by sailing risk assessment. Thus some corresponding measures can be taken to ensure the safety of ship. Based on the analysis of characteristics and safety status of cross-sea roll-on roll-off passenger transportation, sailing risk and its influencing factors were recognized from four as?pects of man, machine, environment and management, combining with the system engineering theory. And a navigation risk assessment index system was constructed. Then a extensive comprehensive evalua?tion model was established by application of the theory of extenics and was used in a case study. The re?sults show that the method is suitable for the cross-sea roll-on roll-off passenger ship navigation risk as?sessment. And the method can be used to assess the correlation and the risk level of different factors ac?cording to the actual values range of evaluation indicators. Then some references were provided for mari?time safety management of the ship.
