随着国民经济的快速发展，建筑行业迅速崛起，市场对河砂资源的需求量也与日俱增。虽然国家针对河道采砂制定了许多相应的法律法规，并在相关河道或河段设置了禁采区，但在巨大利益的驱使下，一些单位和个人仍然违法开采河砂。尽管水行政主管部门投入大量的人力和物力，仍然难以杜绝盗采及超范围、超深度开采现象。彻底治理河道采砂中的乱象问题。

With the rapid development of national economy,the construction industry is rising rapidly. The market demand of river sand resources also grow with each passing day. Although the state has formulated relevant laws and regulations for sand excavation in river courses and setted up forbidden area in correlative river course or channel segment ,some units and individuals still excavate river sand illegally driven by the tremendous interests. Although the water administrative departments has plunged plenty of labour and resources material,the phenomena of excavating river sand by stealth or beyond the allowed area or exceed the allowed depth are still hard to eradicated. This paper recommends some macro-control means to completely manage the confused phenomena of sand excavation.
