政府职能转变包括政府职能自转变和政府职能转移两个方面。本研究引入和借鉴了Steven Cohen私有化策略分析框架，将其责任和功能的二维分析框架扩展为权力、责任和功能的三维分析框架。然后对其私有化分析框架的具体内容进行了文本解读、关键词摘选、适用性分析的研究。在此基础上，构建了政府职能转变的监管制度分析框架。利用该框架对上海自贸区监管制度的一项制度创新进行了分析，发现：上海自贸区制度改革仍旧是以政府职能自转变为主，需要在政府职能转移方面拓展改革空间。
政府職能轉變包括政府職能自轉變和政府職能轉移兩箇方麵。本研究引入和藉鑒瞭Steven Cohen私有化策略分析框架，將其責任和功能的二維分析框架擴展為權力、責任和功能的三維分析框架。然後對其私有化分析框架的具體內容進行瞭文本解讀、關鍵詞摘選、適用性分析的研究。在此基礎上，構建瞭政府職能轉變的鑑管製度分析框架。利用該框架對上海自貿區鑑管製度的一項製度創新進行瞭分析，髮現：上海自貿區製度改革仍舊是以政府職能自轉變為主，需要在政府職能轉移方麵拓展改革空間。

The transformation of the governmental function takes on two forms:self-transformation or func-tional shift. With reference to Steven Cohen’s analytical framework for privatization strategies, this paper ex-pands his two-dimensional analysis of responsibility and function to three dimensions:power, responsibility and function. Through a close textual reading, study of the key words, and analysis of the applicability of Co-hen's framework, this paper proposes an analytical framework for regulating the transformation of the gov-ernmental function. Meanwhile, this framework is used to analyze the reform of one regulatory system in Shanghai free trade zone, and the result shows that this reform still belongs to the self-transformation of the governmental function and thus reveals that more effort should be made in terms of the functional shift of the governmental function.
